氚安全与防护标准体系的研究进展

Research progress on tritium safety and protection standard system

  • 摘要: 该文概述了国际组织在氚安全与防护标准体系方面的研究进展,介绍了国际放射防护委员会(ICRP)、国际原子能机构(IAEA)、联合国原子辐射效应科学委员会(UNSCEAR)及国际标准化组织(ISO)发布的相关标准、报告与技术文件。该文回顾了ICRP自1996年第72号出版物至2017年第137号出版物中关于氚的安全与防护的标准,以及IAEA自1989年至2014年报道的氚的典型生态行为;总结了UNSCEAR报道的关于环境中氚的指导值以及核设施流出物的限值;简述了ISO报道的关于氚的测量方法标准以及其他辐射防护标准。笔者指出,国际组织在氚安全管理方面的系列成果对世界各国氚安全与防护标准体系建设具有重要的推动和指导作用。

     

    Abstract: This paper provides an overview of the research progress made by international organizations regarding the tritium safety and protection standards system. It introduces relevant standards, reports, and technical documents published by the International Commission on Radiological Protection (ICRP), the International Atomic Energy Agency (IAEA), the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), and the International Organization for Standardization (ISO). This paper reviews the evolution of tritium safety and protection standards in ICRP publications from Publication 72 (1996) to Publication 137 (2017), as well as IAEA reports from 1989 to 2014 on typical environmental behavior of tritium. It summarizes the guidance values for tritium in the environment and the effluent discharge limits for nuclear facilities reported by UNSCEAR, and briefly describes the tritium measurement method standards and other radiation protection standards reported by ISO. The authors point out that the series of achievements by international organizations in tritium safety management have played a significant role in promoting and guiding the development of tritium safety and protection standards systems in countries worldwide.
